Question on 9fps

i've read the other message on the same topic, but just want to make something clear: say i'm shooting 9fps. and say i press the trigger for 20seconds (and that's how long the shot lasts while shooting). if i project it 18fps does that mean that this shot will last 10 seconds on screen?
anyone who can answer it please do. it's crucial and rather urgent. thanks a lot.
